Greenwich is taken as 0 degrees longitudes and as we move east from it time increases and on moving west from it time decreases
Also for every 15* longitude equivalent time is 1 hr so for 60* longitude equivalent time is 4 hr
Since it is eastern latitude time will increase so 4 pm
