Dr. L.M.Singhvi invented the word “Lokpal” in 1963.
However Adv. Shanti Bhushan introduced the first Jan Lokpal Bill in 1968, which was passed by the 4th Lok Sabha in 1969 but not by the Rajya Sabha.
