The Right to Education was added to the Fundamental Rights in the Constitution of India through the :

4) Constitution (97th Amendment) Act, 2011

The 86th Constitutional Amendment in 2002, provided the Right to Education as a fundamental right in Part-III of the Constitution
It inserted Article 21A which made the Right to Education a fundamental right for children between 6-14 years.
It provided for a follow-up legislation Right to Education Act 2009.
